Presently he is the head of Governance Studies.
Dr. A. A. Siddiqui
Dr. A. A. Siddiqui is a Governing Body member of the Institute for Development and Communication (IDC) in Chandigarh, India. He was formerly Director General of Police, Punjab and Manipur. He served for six years in Artillery in the Indian Army and 31 years in Police Administration. He worked in various positions like DGP Manipur and coordinated communication, intelligence and law and order units of the state police. He worked as Director, Punjab Police Training Academy, Phillaur. He held assignments in all India police forces, as DIG Special Range in Central Reserve Police Force (CRPF) and IG Rapid Armed Force (RAF). He worked as Vigilance and Security Chief, Food Corporation of India and Executive Director, Indian Tourism Development Corporation.
Prof. S. L. Sharma
Prof. S. L. Sharma is an experienced sociologist with 30 years' research and teaching experience.
His main specialisations are:

- Education and modernisation
- Criminology and correctional administration
He has undertaken international consultancies such as USAID Project for Rural Development in West Indies, College of Agriculture, Jamaica, ADIPA's Kuala Lumpur, Malaysia project on "The Impact of Religio-Cultural and Ethnic Factors on Development in South Asia."
Prof. H. S. Shergill
Prof. H. S. Shergill is Professor of Economics working with Institute for Development and Communication (IDC) as Head of Development Studies. He has 30 years of Research and Training experience with the Department of Economics, Panjab University, Chandigarh.
Dr. Asha Sethi
Dr. Asha Sethi is a retired Professor of Education from Panjab University, Chandigarh. She has 30 years of experience in teaching, guiding and doing research in the field of Education. Her specialization is in the areas of Educational Psychology, Guidance and counselling, Research, Measurement and Evaluation.
At present Prof. Sethi is supervising research projects in the area of Education in general, and Adult Education and Literacy in particular. Besides, she is actively involved in extension activities delivering lectures in Academic Staff Colleges; and as a Resource Person in seminars and workshops in the region.
Dr. Rainuka Dagar
Dr. Rainuka Dagar is Director (Research), Gender Studies Unit, at the Institute for Development and Communication (IDC). Her work focuses on two separate research fields: Gender and methodologies in citizen security and safety. In the domain of gender her engagement is with the study of the politics of gender constructs, gender positioning in multi-cultural societies; and gender in conflict dynamics with an application of culturally-sensitive methodologies. She has an international span in the use of performance measures in the field of public safety and citizen rights as the Regional Representative (Asia) 2004-2008 for Altus, a Global Alliance. Her work involved a collaboration with the civil society and governments to deploy a measurement tool for service delivery in police stations, documentation of local processes for adaptation and their exchange through global meets and the dissemination of best practices in police stations.
In the field of gender justice she has been researching on forms of gender violence, particularly female deselection, including policy perspectives for addressing female foeticide, construction of masculinities, gender in identity politics, post-conflict reintegration and mainstreaming gender in the delivery of justice. In particular, her concern has been to link site-specific factors to make interconnections with the practice of gender differentiating phenomena. For instance, does the globally accepted human rights approach to gender impact with unequal outcomes in different cultural contexts, social placements and levels of gender capacity? How can global standards address local needs while protecting rights and multi-cultural identities. Her work has been supported by Ford Foundation, UNICEF and UNIFEM with recent publications that include Perspective Plan to Combat Female Foeticide (2007); Rethinking Female Foeticide: Perspective and Issues (2007); Gender in Dalit Identity Construction in Punjab (co-authored) (2004); and Multi-culturalism and Gender Dimension for Peace Building in South Asian Societies (2009). Her publications include a co-authored work on Mapping Criminal Justice Delivery in India (2009); Victims of Militancy (2001); an edited manual on Women's Development and Gender Justice (1998), besides a host of research articles. She has made academic presentations at several universities, practitioner, civil society and donor forums at both national and international levels. Her recent articulations include Focus on Girl Child Deficit: An Interventionist Perspective with Implications for Gender Justice (2009), The World's Best Police Stations: Award Winning Practices from Police Stations Worldwide (2007); Gender and Conflict in a Multi-cultural Ethos (2007); Media Representation of Gender Rights in India (2006) Security Reforms and Citizens Rights' (2006), Social Construction of Gender Violence: Implications for the Criminal Justice System: A Case of India, IDC (2005), Training Programme and Police Reforms: Gender Rights (2005).
Dr. Dagar received her Ph.D from Panjab University, Chandigarh, a post-graduate degree from Tata Institue of Social Sciences (TISS), Mumbai, and graduated from Lady Sri Ram (LSR), Delhi University. She has undertaken training in Conflict Resolution from Uppsala University, Sweden. She joined IDC in 1993.
Dr. Satyavir Singh Malik
Dr. Satyavir Malik is a social communications expert. His main specialization is youth work and training methodologies. He was a member of the national committee to monitor 'University Talk AIDS' (UTA) i.e. HIV / AIDS awareness project of the Department of Youth Affairs and Sports, Government of India.
He has been an NCC Officer for five years and NSS Programme Officer for three years. Since Ist February, 1995 he is the Training Co-ordinator of NSS Programmes at the Training Orientation & Research Center (T.O.R.C.) in the IDC.
He has 6 years administrative experience as Principal / Head of the Institutions.
More then sixty articles on different social and educational topics in English as well as in Hindi language are to his credit.
Mr. Dildar Khan
An alumnae of Aligarh Muslim University, he is presently working as Director, Jan Shikshan Sansthan, in the Extension Centre of Institute for Development and Communication. His main specialisation is community work. He has been actively engaged in empowerment of weaker sections.
His research work is on "Multi-sectorial Plan for Minorities" and on evaluation studies. He did his Post-graduation in Psychology and M.Phil. also in the same subject from the Aligarh Muslim University, Aligarh.
Mr. Varinder Sharma
Mr. Varinder Sharma has done his M.Phil in Economics and his Ph.D work is near completion. He is specializing in the impact of new economic policy on labour, agriculture and rural masses. He has been assisting in a project on relevance of food security in India in post - WTO regime. He has twelve years' of research experience.
Mr. Harsh Chopra
Mr. Harsh Chopra is working as Lecturer-Cum-Community Organizer with NSS TORC (Training Orientation and Research Centre) unit of the Institute. He is a statistician by training and specializing in institutionalization of community policing. He has worked in different projects of HIV/AIDS, gender and of other socio economic concerns. He has ten years' research experience and conducts workshops, trainings for NSS programme officers and different government field functionaries. He is also involved in research design, data collection, compilation, analysis, and report writing.
Ms. Sangeeta Puri
Ms. Sangeeta Puri has Four years' teaching and ten years' research experience. At present she is working on gender issues. Her main specialization is field networking with CBD's and stakeholders, primary and secondary data collection and supervision. She has assisted in preparation of grassroots capacity building materials and conducting site specific workshops and interactive sessions on issues of gender violence.
Dr. Ravinder Paul
Dr. Ravinder Paul is working as Lecturer-Cum-Community Organizer with NSS TORC (Training Orientation and Research Centre) unit of Institute.
He is M.A, Ph.D, having eight years of teaching experience to Graduate and Post-graduate classes at different colleges and at university level.
Ten research papers and three reports on different socio-economic, health and labour management issues are to his credit.
Ms. Vaishali Mishra
Ms. Vaishali Mishra is a development journalist by training and has been working in the field of development communication for the past four years. As a research associate in IDC, she specializes in data collection, compilation, project analysis, report writing and other communication related activities.
Mr. Anand Mohan Sharma
Mr. Anand Mohan Sharma has done his M.Phil. in Philosophy. Besides he also has a Post Graduate Diploma in Journalism. He has worked as a Training Officer of NSS at IDC. He has also worked as a Training Officer in the IFAD sponsored Mewat Area Development Project in Haryana. He was a member of the Editorial Board of newsletter `Tabeer' brought out by IDC for the MADP project. Mr. Anand Mohan Sharma has also been involved in different research projects of IDC. At present he is working as the Deputy Director of Jan Shikshan Sansthan at the IDC Extension Centre at Mohali.
Mr. Sunil Arora
Mr. Sunil Arora is the Systems Manager, IDC. He specializes in the planning and developing process of all implemental phases of computer activities. This includes installing / troubleshooting of software and hardware, design programming, data management, networking, internet and network security etc. In addition to strategically evaluating organizational needs, he supervises the programming, support, and analysis departments of the organization relating to web and information.
